UBEC Accomplishments and Achievements

Since its establishment in 1995, UBEC has provided technical assistance and project management support to increase employer involvement in local workforce development and education and training efforts at more than 60 sites across the country, including small towns, large cities, rural counties, expanding suburbs, multi-county regions, and entire states.

As a key element of the utility industry's workforce development strategy, UBEC has demonstrated its ability to work successfully with local partnerships that include utility companies, other employers, community colleges, high schools, government official, workforce agencies, students, parents and other key publics. Among UBEC's most notable projects:

  • Coordinated a multi-million dollar, multi-year grant from the Department of Labor that built bridges between business and education and prepare students for the workplace and postsecondary education in 63 sites in 28 states that resulted in improved academic and technical skills achievement by students in a number of sites.


  • Worked with Wisconsin Public Service in developing business-education alliances in communities participating in the Western Great Lakes Initiative, an effort that encompassed 55 school districts and community colleges in northeastern Wisconsin and the upper peninsula of Michigan.


  • In partnership with the Pennsylvania Department of Education, worked with local school districts, business and utility partners to develop effective business-education partnerships in Hazleton, Allentown and other communities focused on increasing the number of youth prepared for local skilled labor employment opportunities.


  • Developed the award-winning workshop, Learning for the 21st Century, which was presented to thousands of teachers, parents and other participants to provide a greater understanding of the high skilled workforce needs of utilities and other employers.


  • Created an alliance with High Schools That Work, the nation's leading high school improvement initiative, and accelerated the implementation of the Key Practices in dozens of high schools and vocational/technical schools to increase the number of youth qualified to enter the skilled labor market.


  • Provided much-needed workforce development technical assistance in areas such as Gap Analysis, Leadership Development, Curriculum Integration, Quality Processes and Communications Planning for business-education partnerships in New York, South Carolina, Pennsylvania, Wisconsin, Michigan and elsewhere.


  • Developed a comprehensive communications program for utilities to use in support of the development of high academic standards, assessment based on those standards, the use of data to drive improvement, and school accountability for results.
